Jewish Community Day School of Rhode Island Parent Association By-Laws Revised: May 2008
 

ARTICLE I: NAME

The name of this organization shall be The Jewish Community Day School of Rhode Island Parent Association, also known as JCDS PA.

ARTICLE II: OBEJCTIVE

The objective of this organization shall be:

Section 1.

To sponsor programming in areas of interest to the JCDSRI community with emphasis on the educational goal of the program.

Section 2.

To promote a sense of kehillah/community among JCDSRI families.

Section 3.

To raise funds for such programming and gifts to the school as shall be determined suitable, on a yearly basis, by members of the Parent Association board.

Article III: MEMBERSHIP

Section 1. Eligibility.

All parents of currently enrolled students shall be members of the organization. Teachers shall be ex-officio members.

Section 2. Membership Privileges.

Members of the PA shall be entitled to all privileges offered by this organization exclusively.

ARTICLE IV: FINANCIAL ADMINISTRATION

Section 1. Restriction.

No member or any other person shall have the right to incur any debts in the name of the JCDSRI PA without the authorization of the co-presidents or the majority of the board of the JCDSRI PA.

Section 2. Fiscal Year.

The fiscal year of the JCDSRI PA shall commence on the first day of July and end on the last day of June of each year in order to correspond to that of the Jewish Community Day School. In the even that it is deemed necessary to change the fiscal year for the Jewish Community Day School of Rhode Island, the JCDSRI PA will adjust their fiscal year accordingly.

Section 3. Budget.

A proposed budget for the next fiscal year shall be presented to the PA board at its second to last meeting of the year and finalized at its last meeting of the year. A minimum of one hundred dollars above budgeted monies for the following year must be carried over for operating expenses.

Section 5. Non-budgeted funds.

Non-budgeted funds shall be allocated upon the recommendation of the co-presidents, or appropriate chairperson, and shall be approved by the PA board. Any incurred costs not covered by the fees collected for the PA sponsored activities shall be absorbed by the PA treasury.

 ARTICLE V: FUND RAISING

Section 1. Reports.

All chairpersons of fund-raising projects shall give a detailed report of all receipts and expenditures to the PA board at the board meeting immediately following the completion of the fund-raising project and promptly report all subsequent receipt and expenditures in connection with such project.

Section 2. Funds.

Permanent and temporary funds may be maintained by the PA to finance PA objectives upon recommendation and vote of the PA board.

ARTICLE VI: MEETINGS

Section 1. Board Meetings.

There shall be no more than one board meeting per month during the school year, nor less than six during an entire school year.

Section 2. Special Meetings.

Special meetings may be called by any PA board member and held at the discretion of the co-presidents. Only stated business shall be transacted at such a special meeting. Section

Section 3. Regular Meetings.

There shall be at least one general meeting of the membership held each year. This meeting shall be held in June and include the installation of the PA board. This meeting may be held in conjunction with the Annual Meeting of the Jewish Community Day School of Rhode Island.

Section 4. Clearing Dates and Projects.

All scheduled meetings, events and projects shall be cleared through and coordinated with the Jewish Community Day School of Rhode Island staff person assigned to the PA.

ARTICLE VII: COMPOSITION OF THE PA BOARD

Section 1. Enumeration of Board Members.

The PA board shall consist of 1 president, and one vice-president, or 2 co-presidents, , 1 treasurer and 1 secretary. An assistant treasurer and/or an assistant secretary can be added to the board as deemed appropriate and necessary. Minimally, additional chairperson positions should include the following areas: room parents, hospitality, fundraising education and special events. In addition, the co-presidents in connection with the JCDSRI staff person may make appointments to the PA board of any other chairperson as is deemed necessary from time to time.
